Seven Foreign Nationals and 13 Zambian Females Detained in Solwezi Over Alleged Exploitation

Solwezi, January 13, 2025 – In a significant development, the Zambia Police Service has detained seven Philippine nationals and 13 Zambian females in connection with alleged cases of indecent assault and exploitation in Solwezi. The arrests were made following a coordinated operation based on credible intelligence received from concerned members of the public.

Details of the Arrests

The apprehended foreign nationals, aged between 40 and 55, have been identified as:

  • Zaldy Alarcon
  • Michael Lotino
  • Del Mundo
  • Vincent Barbaras
  • Jonathan Nelmida
  • Taiwan Jonard Paniro
  • Edwin Rosas (additionally charged with assaulting a police officer)

The 13 Zambian females are currently in police custody for their protection and as part of the ongoing investigation. Medical examinations have been ordered to verify their ages, and statements have been recorded to facilitate the inquiry.

Incident Background

On the morning of January 12, 2025, officers from the Criminal Investigations Department received intelligence regarding suspicious activities involving Philippine nationals employed at Kansanshi Mines. The information suggested that the suspects were allegedly engaging in activities related to prostitution, involving young Zambian females, at various lodges within Solwezi.

In response, police swiftly mobilized and conducted a raid at Lukumo Lodge, located in a low-density area of Solwezi. During the operation, the suspects were discovered in compromising situations with the females in separate rooms. All individuals were subsequently taken into custody.

Police Response and Commitment

The Zambia Police Service has reaffirmed its commitment to thoroughly investigate the allegations and ensure that those involved are held accountable under the law. Police Public Relations Officer Rae Hamoonga stated, “We strongly condemn any form of exploitation and abuse. This investigation will be conducted with the utmost diligence to ensure justice is served.”

Public Cooperation and Vigilance

The police have commended the community for their vigilance and timely reporting, which played a crucial role in the operation. This incident underscores the importance of public cooperation in addressing and preventing such crimes.
